I wanted to provide you with an update regarding Road Safety, which people around your area have highlighted as an issue of concern on the priority survey. Burmantofts and Richmond Hill Neighbourhood Policing Team continue to take a proactive, educational, preventative, and enforceable approach to Road Safety matters across the ward, in line with the Vision Zero Strategy.
Officers have conducted multiple days of action and enforcement patrols in partnership with Leeds City Council Taxi and Private Hire Licensing Enforcement Officers and Leeds City Council Parking Services, following continued concerns raised by members of the public, local businesses, partner agencies, schools, and the elected members.
On the 18th September 2025, Burmantofts and Richmond Hill NPT conducted a road safety operation in partnership with Leeds City Council Taxi and Private Hire Licensing enforcement officers. The operation was held as part of wider city-wide operation held across Leeds District, as part of the Safer Streets commitment to tackle neighbourhood crime.
Officers deployed across Torre Road with partners where a total of 43 vehicles were checked , which resulted in two immediate suspensions, one for a defective reverse light and one for front tyres below the legal limit. A motorist was also reported to the courts for two tyres below legal limit and an adult male wanted for Domestic related offences, was located, and arrested.

We continue to work alongside Leeds City Council Parking Services, with a particular focus on the Lincoln Green section of the ward due to dangerous, obstructive, and illegal parking issues and concerns raised.
Between the 28th and 29th September 2025, a total of 17 fixed penalty notices were issued for illegal and obstructive parking across the ward, inclusive of dedicated patrols outside of Brownhill Primary School, Trinity Academy and on and around Lincoln Green Mosque.
Since the introduction of targeted patrols alongside Leeds City Council Parking Services in January 2025, a staggering total of 340 tickets have been issued.
Through a multi-agency approach we are working alongside the local ward Councillors and partners, to address concerns in relation to schools parking concerns and will keep communities updated as the work progresses.
In addition, the Leeds District Off-Road Bike team continue to deploy across the ward and on the 25th September an adapted EAPC – electrically assisted pedal cycle was seized in East End Park, under Section 59 as it had been modified to go faster than the legally allowed.

We will continue to work alongside our partner agencies and operational support teams to address the community concerns raised, ensuring other road users, pedestrians and cyclists are kept safe.
Motorists are urged to drive and park safely, considerately, and legally as failure to do so may result in legal enforcement action being taken, as part of our continued approach to eradicate the risks of harm, serious injury or death.
