Local Priorities Road Safety Message


I wanted to provide you with an update regarding Road Safety, which people around your area have highlighted as an issue of concern on the priority survey.

Temple Newsam and Halton Neighbourhood Policing Team continue to take a proactive and enforceable approach to Road Safety matters across the ward in line with the Vision Zero Strategy.

The Team have continued to conduct proactive operations and enforcement patrols across Temple Newsam Park, surrounding street locations and The Springs Retail Park.

Between the 6th and 8th June 2025, officers conducted targeted patrols across the affected locations, disrupting the anti-social vehicle nuisance and road related offences.

The patrols resulted in the following:

Three Traffic Offence Reports issued to motorists for driving without due care and attention.
Two motorists were summonsed to court for road related offences, inclusive of driving without insurance and driving without a licence.
Two Section 59 Warnings issues to motorists for driving in an anti-social manner.
Two vehicles were seized linked to the above Section 59 warnings.
One vehicle seized for no valid insurance.

In addition to the targeted patrols conducted, the Leeds Neighbourhoods Vehicle Anti-Social Behaviour Team (ORBT) continue to proactively deploy across the ward.

On the 3rd June 2025, a stolen motorbike was found abandoned in the Halton Moor Nature Reserve and recovered at the request of the rightful owner. A further stolen motorcycle was located on Thursday 12th June 2025 in Halton Moor, Leeds following community intelligence received, resulting in the quick recovery of the vehicle stolen earlier that day from Headingly, Leeds.

Schools parking patrols also continue to take place across the ward, particularly across Neville Road junction Cartmell Drive. Between the 4th June and 8th July 2025, PC Roebuck the Temple Learning Academy Safer Schools Officer issued seven Fixed Penalty Notices (FPN’s) for vehicles parked on double yellow lines, obstructing public footpaths and a vehicle was also seized for no road tax.

In addition, as part of Anti-Social Behaviour Awareness Week and following reports of anti-social behaviour and vehicular nuisance at The Springs Retail Park, Leeds officers and partners deployed to the location on the 3rd July 2025, to engage with communities and businesses alike providing information, support, and advice. We will continue to work alongside our partner agencies and operational support teams to address the community concerns raised, ensuring other road users, pedestrians and cyclists are kept safe.

Motorists are urged to drive and park safely, considerately, and legally as failure to do so may result in legal or civil enforcement action being taken, as part of our continued approach to eradicate the risks of harm, serious injury or death.
